Anticipating, Understanding and Dismantling
the egregiously invidious, deplorable, reprehensible and disingenuous sophistry in Government, Local Councils, and Pseudo agencies purporting to deliver justice but returning precisely the opposite to the citizen under a code of conduct that promises the opposite. Promise breaching is the malaise of modern bureaucracies.

   1. General Introduction
               a. The origins of the case, death, marriage, emigration, family mendacity and theft while under immense duress.
               b. The first seven years, its impact on the couple’s lives.
               c. What might have been, reality changed, how the lives of the couple forged a new destiny.
               d. Climbing out of debt, building a new life and going to Universities jointly.
               e. Moving into Central London, building a home and new business.
    2. The first court cases,in Romania, under the former dictator President Ceaucescu.
    3. The intervening years, with the separation from the family business in London.
    4. Top London Model, Garment manufacturer, changed to Computer programmer and OEM builder.
    5. The Questor Project, a son reserved place at Eton College when 3 month conceived.
     6. The first 15 years of altered lives, new values, education, accompanied with successful business.
                 a. Boy offered music scholarships at St. Paul’s Cathedral Choir school London, learns organ and piano.
                b. Emerging top scholar offered scholarships at Eton and Harrow. Thereafter Organ Scholarship at Cambridge,
                     and choral scholarship at Nottingham.
    7. A new self determination from offspring, change of life’s direction and parents return to re-examine the past and take stock
    8. Business closure due to ill health, and time spent on Questor project.
    9. Series of legal cases where Winter with growing intolerance for abuse, entered litigations.
                 a. Series of successful litigations each due to mendacity, lies and perjury on opponents sides, including
                       Met. Police London,
                      The 2nd largest world bank, CPS, TfL, LGO ant others who tried to insult and patronise. Concluding cases heard
                       by three separate judges, Second ruling overturned on the spot with 3 minute argument from Winter,
                       and third judge
                       commenting on Winter’s eloquence and being a fine man of many fine parts.
                   b. Winter now ready for the Romanian case personally. Using his own rules, discarding those set up
                        by institutions for the purposes of ablation on dissent, narrowing the focus to the issues as
                        opposed to the rules designed to limit truth and disclosure.
    10. Here the story begins! Romanian Government given notice deadline prior to
          going public, with the first approaches to the EU commissioners being
          met with deplorable wilful want of etiquette, the opening elements are now
          all quite alarmingly clear, with disappointing similarities of previous treatment,
          but better equipped to dismantle sophistry, and show evidence of that most
          elusive of all courses of conduct, the categories of wilful omissions,
         wilful negligence and the design and purposes laying beneath the surface
          of seeming human behaviour.
